I like how you recognize that Anakin has a bit of the regular human in him, this is often overlooked because he is the Chosen One. And yes, the Chosen One needed to come from outside the Order. This is why he is an example of the Child Archetype. He is initially disregarded as lacking in value because, like Rey, he comes from nowhere important. But as Qui-Gon said to Yoda in the Episode Voices, "hope often comes in forms not looked for."
